the only way aliens will make contact with us and share their technology is if we show enough competence to build a warp drive (star trek: first contact).

i don't think a moon base will cut it for them.

following the future history of star trek, we first need to go through a eugenics war (in 1996) then WWIII before we wise up and stop killing each other. it's the 24th century when everything will be antiseptic and bald frenchmen will lead the exploration into unknown space. jean luc picard is no jacques yves cousteau though.
